Abstract: Accidents of modern chemical industry may not infrequently transform into environmental disaster, causing a series of social and public health issues. Here the labored example as typical fire and explosion accident of chemical product, refers to the "11-13" accident taken place in Jilin Chemical Plant, as to give account to possible hazards the measures adopted as emergencies disposal might cast on the environment. Comprehensive considerations regarding environment, health and social public benefit should be taken into account in dealing with chemical product relevant accidents, so as to minimize the loss in the accident as practical by offering optimal disposal in relation to specific affected site condition during the whole process of disposition, while providing elaborate environmental protection for accident rescue to control the scope of accident as possible not developing to a environmental pollution event.
